    Thanks for putting this together. Most of it is going in.

    I went through all 86 proposals against the existing 110 laws. Two rules guided the triage: tax and budget items are out, because they're modelled separately in the budget system, and direct duplicates are out. Where a proposal only overlaps a little and adds colour, I kept it. 30 new laws are now built (110 → 140), and they'll ship in the next release.

    Implemented (30 laws)

    • Work and business: Bankruptcy (43), Price-Gouging (44), Public Procurement (45, absorbing 92), Foreign Investment (46), Workplace Safety (51), Equal Pay (52), Right to Disconnect (54), Zero-Hour Contracts (55), Severance Pay (56), Worker Representation on Boards (57)

    • Welfare and services: Disability Support (61), Accessibility Standards (68 and 97 merged), Emergency Preparedness (63), Food Safety (64), Eviction Protection (67), Water Supply (74)

    • Environment: Water Usage (77), Waste Management (78), Agricultural Environmental Standards (79)

    • Education, justice and society: Vocational Education (82), Victims' Rights (86), Police Search & Seizure (87), Plea Bargaining (88), Whistleblower Protection (91), Child Protection (94)

    • Roads: Speed Limits (71), plus Road Safety (70) split into four separate laws: Drink & Drug Driving, Driver Licensing & Testing, Traffic Enforcement, and Seatbelts & Helmets. Road safety bundles several unrelated decisions, and splitting them lets a country be strict on drink-driving but relaxed on helmets.

    A few ladders were reworked slightly. Severance no longer has a "government-backed insurance" rung, because that's a budget item. Disability support and emergency preparedness are about rules and entitlements, not spending levels.

    Held off

    Budget or tax. These belong in the budget system: 41, 42, 47, 48, 50, 72, 80, 81, 83. That covers subsidies, debt, transit funding, school meals, school funding and student aid.

    Already covered by an existing law.

    • 58 Prescription Drugs, 59 Hospital Funding, 60 Long-Term Care, 62 Dental Care: the healthcare laws.

    • 65 and 69 Homelessness: the homelessness law.

    • 75 Air Pollution and 76 Forest Protection: the pollution and conservation laws.

    • 84 Early Childhood Education: the childcare law.

    • 89 Prisoner Rehabilitation: the prison law.

    • 90 and 93 Freedom of Information and Records: the transparency law.

    • 95 Foster Care: the adoption and fostering law.

    Undecided. These need more thought, not a no. 53 (Employment Discrimination) and 98 (Hate Crime) need framing that fits what the game simulates. 85 (Legal Aid) only works as a right to counsel, not a funding level. 66 (Empty Property Tax) would only work as a vacant-property rule. That leaves 49, 73, 96, 99 and 100.

    Industry growth laws (101–126). I held all of these back:

    • 14 are investment or incentive programmes, which are budget lines: 102, 103, 105, 106, 107, 113, 114, 116, 118, 121, 122, 123, 124, 125.

    • Several of the "secondary boost" sectors (Food Processing, Logistics, Construction, Healthcare) don't exist as industries in the game.

    • Stacking five or six of these on one sector would swamp the economy model.

    Instead, the new laws above carry small industry effects where there's a direct link. The regulatory items are good candidates for a later batch, reframed as ordinary laws with sector effects: 101, 108, 109, 111, 112, 119, 120 and 126. The three export-policy items (104, 110, 117) would fit better as one trade-policy law. 115 duplicates the competition law.
