Subsidies

Not sure if this has been proposed or not, but governments should be able to implement subsidies to boost sector growth in their nation. The cost per +1 growth would be tied to GDP and sector size. As an example, a nation with a GDP of $1T might have to spend $30B to subsidise every industry (3% of GDP), but only $3B to subsidise a sector that contributes to 10% of their GDP (10% of 3% of GDP).
