Shadow Cabinets

Hello, I would like to suggest implementing the ability for implementing a shadow cabinet. Currently there isn't a differentiation between an opposition party that has loads of seats and a party that has only one (ie in terms of political power generation). By adding in shadow cabinet positions, this could improve the political power generation of the main opposition party and make it feel more realistic, especially since the cabinet only really boosts PP and the followers of the cabinet ministers in the game (don't really have special power themselves) so having a shadow cabinet could be useful since they too would be getting PP and followers but at a slower amount than if they were actually a cabinet member, representing the fact they are more influential than small parties but obviously not as influential as the actual parties in government.

Another mechanic could be that if the government fails, the shadow cabinet takes over until the election. But that could be something separate.
