Referendum

When 10% of the population doesn’t agree with a policy, they sign to make a referendum (it’s be cool to see live the progress of number of signatures). Once it reached 10%, the referendum is launched national : assemblies have the right of 33.33% of voices, and the rest are citizen signatures. The referendum can be a disagreement about a law current legislation, a cabinet formation but not the constitution.
