Problem with new constitutional change system

A lot of changes end up piling up PP cost over even the 120 PP limit. I’m playing in a brand-new country and wanted to assign powers to different offices, but the problem is after I’ve assigned all the powers that costs 540 PP, which is literally impossible to obtain.

    No longer needed, the new constitutional convention system fixed it!!
