Players vote on national events/lore

Players can vote on the national events for the countries they have parties in.

This way there would be no need to wait for approval from dev/country creator. Instead there should have a way for them to be moderated, reviewed and removed by dev/country creator if they go against rules or are against the specific view of the country creator for it, while not forcing players to wait for events to be approved.
