New Modifier "Unconstitutional Behaviour"
The current system may be too favourable to those who propose and vote for unconstitutional bills. Opposing parties are forced to go all the way to the Supreme Court - spending 60 political points to strike down the legislation and correct the wrong - while proposers and seconders face no penalties for it.
Therefore, I propose that if an Act is rendered unconstitutional by the Court, those who proposed and voted for it should be branded with an "Unconstitutional Behaviour" status for, say, one year, resulting in a -5% voter turnout in upcoming elections.
