New Industries

It should be possible to create new industries or exploit natural resources once a nation's economy is established. Certain legislation and budget choices boost industries (like AI) when they remained greyed out. It's unrealistic. Countries pivot on which sectors they wish to expand depending on market forces. A failing nation would not continue to suffer the same industries. Being able to add new industries would make tracking the global market more meaningful.
