How about relevant Ministers being able to influence on National moods with a (huge) amount of pp?

i.e. Culture Minister can create/erase Traditional Culture, Secular Republic, and Patriarchal Society;

Economy Minister, Pioneer Spirit;

Environment Minister, Stewards of the Land

Infrastructure Minister, Nation Builders

Foreign Minister, Citizens of the World

etc……
