Link Laws with Budgets
Currently laws don't affect budgets and I think that this is quite unfortunate, as there would be no feasible way to fund universal healthcare while spending per capita $449 on healthcare funding. My idea is that there would be a specific threshold to consider a law “adequately funded” And anything under this threshold will generate dissatisfaction, and give parties who voted for the budget a negative modifier. For example, set the threshold for Universal Healthcare $4500 , if it is below $4500 and the country has universal healthcare as a law, parties who vote for the budget gain a negative modifier (my proposal would be -20% from ALL voters which would kick in the moment a budget is passed,or x months after a new cabinet enters office (where the current budget per capita is not enough)). I think this would tie in nicely to the idea of getting more nations in debt, as it forces parties (particularly on the left) to also make sure that they are fulfilling the letter of the law. I understand if this feature has to be watered down in some form or another because it would presumably be a time intensive project, but I think this is a crucial mechanic to implement.
