Legislative Competence
It would be interesting to allow constitutions to define which legislative areas require approval from which chamber of parliament.
For example, a constitution could specify that Defence, Drugs or Economy require approval from both chambers, while Education and Budget legislation only requires approval from one specific chamber.
This would also allow more specialized institutions. For example, the Harbor Council in Port Avalon could be given exclusive authority over economic legislation and budgets, while having no influence over other areas of legislation.
This could be fully configurable through the Constitution and would give different chambers and political institutions a much more meaningful role in the game.
