Government Shutdown

I really enjoy the recent constitution update; thousand thanks for that :)

Just wanted to propose a new event “Government Shutdown”.

This is triggered by a budget proposal being voted down (assumption is that a budget shall be made annually as opposed to the current system.).

The effect is that ruling parties no longer obtain pp multiplier bonus and cannot exercise their executive power vested by the Constitution.

I thought this feature would add complexity to pledges where opposition parties might not want to cooperate with the ruling ones on budget approval.
