Diplomatic Percentages
I feel each country should have the power to set at what percentage a bill can be considered passed. In each house separately. Because in my humble opinion 50% is too low and it makes for terrible coalitions when one party has 35- 45+% on their own. Every bill passes or fails by one player makes the game pointless. Especially when founding new countries we can set almost everything else but not the percentage a bill passes or fails? Sure the default can be 50 for people that don't care or nonexistent in a monarchy without a parliament system. It's been proven by science that a true majority it 95%- 5% minority is too small to change the minds of others. Anything more than a 20% minority risks deep fracture of ideas in a society. Requiring laws to be passed at at the bare minimum of 70% creates a strong majority pressure on dissenting populations. It also promotes stronger coalition building.
