Country leaders signing to create world decisions.

We can suggest on platform an international decision. If 25% of world leaders or/and leader containing 50% of world population are able to sign for creation of international decision, it is then created automatically (to be reviewed by developer if necessary). I know the game isn’t about conflits, but it may be cool to have a legislation sort-of peace treaties with real game effects. Decision can be economic cooperation, peace treaties or a crisis. When I said 25% of countries leader signing the proposition of an international decision, either the leader sign him/herself by default or if the local constitution forbids it, he must launch a referendum.
