Bilateral / Multilateral treaties

Allow country leaders (according to their constitutional roles) to sign a treaty with either one country or more. The treaty should have an effect based on GDP, population, industry sector’s importance of each of the countries. For example, a trade treaty between country A (poor technology size x_a, great agriculture size y_a) and B (great technology of size x_b , poor agriculture y_b), the treaty should have a cost (maybe randomised a bit) of x_a, x_b, y_a, y_b depending on their values (B can send tech to A, and A send good to B which will cost money depending on their population but help exploit the other feild). A treaty could have an engagement for a determined duration (like a global crisis) so with an effect on economic and industrial growth and budget too, but it could also be for a limited duration. The constitution of each country should assign a role to delete a treaty (maybe a role, a chamber or a referendum). If a treaty is deleted from one party (cooled relationship) then no treaty to be signed for maybe 5 years with that country. But a treaty can be replaced with another one that is “superior” to it in effect (the page of rectification should propose the option of enlarging a treaty, modifying it or deleting it completely).

Constitution comes first, then treaties, then local law so if something is illegal by law but allowed by a treaty, then treaty comes first.
