The state has a budget sector which is for administration (and also to pay cabinet). If it’s a monarchy, well it’s even another line in budget.

A part of that goes to political parties (depending on how big they are) to do events (instead of raising funds).

Business/small donors fund raising is automatically activated or deactivated according to the law of lobbying etc.
